The most immediate answer to this question is "minimal." I cannot say to what degree NGOs actively participated in the various regional consultations, but in the two previous international expert meetings only a few NGOs were invited to participate. There was previously no "NGO Forum" as there is at this third meeting. Thus most of us do not yet know each other and have not yet developed the organizational means to consult among ourselves and function as a community, in contrast perhaps to industry which has established trade associations.

The question should be re-worded to ask what SHOULD the role of NGOs be in the Marrakech Process. And this is an immediate, functional and strategic question -- much different from the more longer term and question "what is the role of NGOs in the broader movement to promote sustainable production and consumption."
