The Norwegian NGO-forum is very disappointed with the outcome of CSD 13. The negotiations were badly governed, and despite nice words spoken in the plenary the chair and the countries did not succeed in delivering.
CSD failed on:
The right to water/rights based approach No concrete measures, timetables and responsabilities Commerisalisation is pushed Ecosystem approach is weakoned PRSP is weak IFI is only invited to contribute - very weak Decentralization and "bottom up" is very weak Weak on debt-cancellation And: Voluntary monitoring, reporting and assessment - a shame!
We are not satisfied. And we are suprised and upset about the NGO-morning meeting the last day that gave John Ashe applaus for his appearence. We expect something else from the NGO-community. We are supposed to be watchdogs, not poodles. The meeting did not give the right signals, focusing how great it was that he appeared for the fourth time.
